Things like the new Biotech factions using Ideology camps, being able to enslave the new xenotypes and genetically engineer "better slaves," Biotech adding enhanced psychic ability genes to increase psycasting ability, the ageless gene allowing your transhumanists to overcome their biosculpting need, and the Royalty quest system applying to the new factions and quest reward options are a few examples of how the DLCs "interact" with each other. Without Royalty you are just blinding your colonists for no reason and making everything more difficult. The blinding ritual has a chance to grant psycaster levels, and being blind enhances psychic sensitivity, allowing you to create powerful psycasters utilizing the meme. The meme is pretty garbage and does nothing beneficial without Royalty installed. One of the major memes in Ideology (blindness) is designed almost entirely around the psycasting mechanics of Royalty.
